Default Valve adjustment cold step by step >>>

Someone presented the following steps on this forum, which is much appreciated:

Adjusting valves: Viewing the engine as you were sitting on the seat looking forward.

1) With the valve cap covers off, rotate the engine until the left side exhaust rocker is "loose"
Adjust exhaust rocker on the left side.
2) Rotate the engine until the right side intake rocker is loose.
Adjust the intake rocker on the right intake.
3) Rotate the engine until the right exhaust rocker is loose
Adjust the right exhaust rocker.
4) Rotate the engine until the left intake rocker is loose
Adjust the left intake rocker.

QUESTION: If all valves are loose since overhaul...where is the starting point? With the cam sprocket at "0" and lines up correctly at 12:00 with rotor key; Does it make a difference which exhaust rocker valve left or right that I begin the process (example as above, left side exhaust rocker)?

Is one full counter clockwise 360 (back to "0") begin the #2 adustment, then another full 360 ditto, ditto through steps above?
