    Hi Coty,
Here's what you need to do, please keep this to yourself for the time being as I want to do it as well before the masses clog up the system and they change the laws. First check your VIN at the link I provided to make sure your bike doesn't have shady history. Don't worry this process is 100% legal. You will be registering your bike in Vermont...yes Vermont, Here's what you need to do...
http://dmv.vermont.gov/help#VehicleRegistration It even tells you that you DO NOT need to be a resident of VT to register a vehicle there. Strange but true.
You can register your bike through the mail in VT. Print out the proper forms from the VT DMV website, fill them out and mail them in. It costs $89 ($41 reg fee & $48 tax) to title and register a bike w/no title. This includes a VT license plate & a 1 year transferable registration. Your VT license plate and transferable registration takes about 10 days to arrive in the mail after you send the correct forms and check out to them. It is safe, if they can't title your bike they will return your check. Vt does not issue titles for bikes as old as ours, if your DMV has an issue when you go to transfer with no title, politely have them look it up. They mention a safety inspection, but that is for bikes over 200cc's our Benly's are only 150cc. The only unlawful thing your going to have to do, unless the previous owner you bought it from will do it, is ask a friend to write you a bill of sale, if you want sell it to the friend for a dollar, he hands you back the dollar writes you a bill of sale, and poof now it's 100% legal. If you have any further questions on the process feel free to write me.
